SENATE RESOLUTION
2
WHEREAS, The members of the Illinois Senate are saddened
3
to learn of the death of James Dean "Jim" Bolin of Casey, who
4
passed away on January 27, 2026; and
5
WHEREAS, Jim Bolin was born to Everett Edward Bolin Jr.
6
and Judy Kay (Whitling) Bolin in Terre Haute, Indiana on
7
September 23, 1964; he graduated from Casey High School in
8
1982; he married Diane Ruth Lacey at the First Baptist Church
9
in Casey on August 2, 1985; and
10
WHEREAS, Jim Bolin worked as a carpenter after graduating
11
from high school; he held a second job at his family's small
12
sandblasting and paint shop that would later become Bolin
13
Enterprises, Inc., where he served as vice president and
14
helped expand the family-led, Casey-based business into a
15
nationally known and respected enterprise supporting
16
approximately 250 employees; and
17
WHEREAS, Jim Bolin, a lifelong member of the Casey
18
community, had a passion for drawing others to the place he
19
called home; he was the visionary behind Big Things in A Small
20
Town, inspiring and transforming Casey through the
21
installation of a number of roadside attractions, including
22
the World's Largest Wind Chime, Rocking Chair, and Mailbox,

among others, bringing tourists from around the world to the
2
city; and
3
WHEREAS, Jim Bolin led with humility and heart, holding a
4
number of positions of leadership within the Casey community;
5
he had a rare ability to see potential in people, ideas, and
6
his community, and he worked tirelessly to help that potential
7
grow through developing relationships, creating opportunities,
8
and quietly changing lives; and
9
WHEREAS, Jim Bolin was a man whose life was guided by his
10
faith and expressed through a deep love for people; he was a
11
devoted member of Moriah Church in Casey, where he served in
12
numerous ways; though he worked hard for what he had in life,
13
he knew that it was all a blessing, and he was devoted to
14
sharing those blessings with others; and
15
WHEREAS, Jim Bolin was widely known for his unwavering
16
devotion to his family and his genuine friendship, and his
17
legacy will live on through his family, friends, and the
18
countless individuals he touched along the way; and
19
WHEREAS, Jim Bolin was preceded in death by his father and
20
his mother-in-law, Barbara Green Lacey; and
21
WHEREAS, Jim Bolin is survived by his wife of 40 years,

Diane Bolin; his children, Jessica (Troy) Prater and Drew
2
(Maurah) Bolin; three grandchildren; his mother; his brother,
3
Troy Bolin; his father-in-law, Dennis Lacey; his
4
sister-in-law, Amy (Mark Schultz) Lacey; and many uncles,
5
aunts, nephews, nieces, and cousins; therefore, be it
6
RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
7
ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
8
James Dean "Jim" Bolin and extend our sincere condolences to
9
his family, friends, and all who knew and loved him; and be it
10
further
11
RESOLVED, That a suitable copy of this resolution be
12
presented to the family of Jim Bolin as an expression of our
13
deepest sympathy.
