SENATE RESOLUTION

WHEREAS, Illinois ASCD/PD365 has long been committed to
3
supporting high-quality teaching and learning, with a focus on
4
developing critical thinkers prepared for success in an
5
evolving digital society; and

6

WHEREAS, The rapid emergence of artificial intelligence
7
(AI) presents both significant opportunities and substantial
8
challenges for Illinois educators, students, and families; and

9

WHEREAS, AI technologies offer adaptive learning
10
experiences, predictive analytics, and real-time feedback that
11
can support differentiated instruction, identify learning
12
gaps, and free educators to focus on higher-order
13
instructional design; and

14

WHEREAS, Without intentional, educator-guided
15
implementation, AI tools may lead to passive learning,
16
algorithmic bias, overreliance on automated systems, and the
17
erosion of student agency, equity, and intellectual
18
independence; and

19

WHEREAS, Illinois ASCD/PD365 affirms that AI should serve
20
as a thinking partner that enhances student inquiry, supports
21
hypothesis testing, and deepens reflection, rather than simply

providing answers or replacing teacher-designed learning
2
experiences; and

3

WHEREAS, Ethical AI integration must prioritize student
4
privacy, data protection, transparency, equity of access, and
5
the development of critical digital and AI literacy among all
6
Illinois students; and

7

WHEREAS, Disparities in technology access across Illinois
8
communities risk widening existing achievement gaps, making
9
equitable infrastructure and access essential to responsible
10
AI adoption; and

11

WHEREAS, Illinois ASCD/PD365 emphasizes the importance of
12
family engagement, collaboration with higher education and
13
community partners, and a commitment to supporting the whole
14
child in all AI-related educational initiatives; and

15

WHEREAS, Educators must receive professional development
16
that equips them to understand AI systems, recognize potential
17
algorithmic bias, evaluate ethical implications, and use AI
18
tools to deepen inquiry-based, reflective, and critical
19
thinking practices; therefore, be it

20

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
21
ASSEMBLY OF THE STATE OF ILLINOIS, that we support the

principles put forth by Illinois ASCD/PD365 regarding the
2
ethical and effective use of artificial intelligence in K-12
3
classrooms; and be it further

RESOLVED, That we urge the Illinois State Board of
5
Education (ISBE), in collaboration with school districts,
6
educators, technology experts, and stakeholder organizations,
7
to develop statewide guidelines for the ethical and
8
responsible use of artificial intelligence in education,
9
including protections for student data, expectations for
10
algorithmic transparency, monitoring for bias, and the
11
incorporation of digital and AI literacy into Illinois
12
curricula to ensure students can thoughtfully and ethically
13
engage with emerging technologies; and be it further

14

RESOLVED, That we encourage investment in educator
15
professional development and equitable access to technology,
16
including broadband infrastructure, one-to-one devices, and
17
AI-enabled tools to ensure that all Illinois educators and
18
students are prepared to use artificial intelligence
19
responsibly, effectively, and fairly across all schools; and
20
be it further

RESOLVED, That suitable copies of this resolution be
22
delivered to the Illinois State Board of Education, the
23
Governor of the State of Illinois, and the leadership of

Illinois ASCD/PD365 as an expression of our commitment to

fostering ethical, equitable, and student-centered use of AI

in Illinois classrooms.
