SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened
3
to learn of the death of Richard Bowen Jr., who passed away on
4
May 22, 2026; and

5

WHEREAS, Richard Bowen, the son of Richard Bowen Sr. and
6
Helen Valree Vaughn Bowen, was born in Colp on April 20, 1942;
7
he committed to his faith at an early age and was baptized by
8
Reverend John Davis at Mt. Olive Missionary Baptist Church; he
9
attended Attucks Grade School and Herrin Township Public
10
Schools, where he was an all-state football player and
11
participated in a variety of clubs, including Key Club and
12
Student Business Club; while attending college, he was drafted
13
into the United States Army and served in Kissingen, Germany
14
for two years; he then earned his Bachelor of Science in
15
Business Administration from Southern Illinois
16
University-Carbondale and his Master of Science in Finance and
17
Business from Purdue University's Krannert School of
18
Management; and

19

WHEREAS, After moving to Springfield with his family,
20
Richard Bowen taught accounting at Lincoln Land Community
21
College and mentored the campus chapter of Brothers on Campus,
22
a group of young Black men meeting to discuss career decisions
23
and enhance life skills; after 30 years of service, he retired

as chair of the Business and Public Services Department in
2
2002; and

WHEREAS, Richard Bowen remained active in his retirement,
4
becoming a Transportation Security Administration (TSA)
5
trainer and conducting training programs at airports around
6
the nation; and

7

WHEREAS, Richard Bowen was a longtime member of Pleasant
8
Grove Baptist Church; he served on the Illinois Educators
9
Credit Union Board and participated in a variety of community
10
organizations, including the Springfield Coalition on
11
Dismantling Racism (SCODR), NAACP, Springfield Veterans
12
Center, and American Legion Post 809; he held leadership roles
13
in several groups, having been a past president of Springfield
14
Optimist Club and Springfield Frontiers Organization; and

15

WHEREAS, Richard Bowen loved spending time with his family
16
and was always there to celebrate accomplishments, offer
17
encouragement, and give advice; he enjoyed taking his grandson
18
to cultural activities and events, such as Frontiers Positive
19
Youth Development (PYD) field trips to the University of
20
Illinois; and

21

WHEREAS, Richard Bowen was preceded in death by his
22
parents; two brothers, Bernard Bowen and Lionel Kincaid; his

grandparents; his aunts; his niece and nephew; and several
2
cousins; and

3

WHEREAS, Richard Bowen is survived by his wife of 56
4
years, Cleatia B. Rafe-Bowen; his son, Gerald Bowen; his
5
daughter, Chantel Y. Bowen; his grandson, Alexander Blaze
6
Taylor; three sisters, Rosetta Bowen-Thompson, Yvonne Jenay
7
Bowen, and Darla Kincaid; his brother, Leonard (Lydia) Bowen;
8
his brother-cousin, Denver (Mary) Powers; and many cousins and
9
friends; therefore, be it

10

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
11
ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
12
Richard Bowen Jr. and extend our sincere condolences to his
13
family, friends, and all who knew and loved him; and be it
14
further

15

RESOLVED, That a suitable copy of this resolution be
16
presented to the family of Richard Bowen as an expression of
17
our deepest sympathy.
