SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened
3
to learn of the death of Clettis Allen, who passed away on
4
January 8, 2026; and

5

WHEREAS, Clettis Allen was born to Reverend David Allen
6
Sr. and Alice Allen in Chicago on November 24, 1961; he
7
graduated from James H. Bowen High School in 1979; he enlisted
8
in the United States Army, serving as an army gunner for two
9
years; he married Phyllis McCraven on November 24, 2020; and

10

WHEREAS, Clettis Allen held various positions over the
11
years while passionately serving those in need; and

12

WHEREAS, Clettis Allen was an avid fan of Chicago sports
13
teams; he enjoyed hosting parties and events, including
14
Narcotics Anonymous functions and comedy shows; he loved
15
singing, watching movies, and playing dominoes and card games;
16
and

17

WHEREAS, Clettis Allen, affectionately known as "Big C" or
18
"Clet", possessed a great sense of humor and a passionate and
19
forgiving spirit; he will be remembered for his smile and his
20
caring nature; and

WHEREAS, Clettis Allen was preceded in death by his father
2
and his brothers, David Allen Jr. and Bobby Allen Sr; and

3

WHEREAS, Clettis Allen is survived by his mother; his
4
wife, Phyllis McCraven-Allen; his brother, Anthony (Peggy)
5
Allen; his children, Shavon (Ralph) Parker, Dionna Allen,
6
Clettis Michael (Geena) Allen, and their mother, Debra House;
7
his child, Lakendrick Clettis Allen, and his child's mother,
8
Lakeisha Moman; eight grandchildren; three stepchildren; five
9
step-grandchildren; and a host of nephews, nieces, uncles,
10
aunts, cousins, and friends; therefore, be it

11

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
12
ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
13
Clettis Allen and extend our sincere condolences to his
14
family, friends, and all who knew and loved him; and be it
15
further

16

RESOLVED, That a suitable copy of this resolution be
17
presented to the family of Clettis Allen as an expression of
18
our deepest sympathy.
