Sovereignty.

state

possesses

sovereignty

coextensive

with

the

boundaries

referred

to

in

section

1.1

,

subject

to

such

rights

as

may

at

any

time

exist

in

the

United

States

in

relation

to

public

lands,

or

to

any

military

or

naval

establishment

of

the

national

government

.

EXPLANATION

inclusion

of

this

explanation

does

not

constitute

agreement

with

the

substance

by

the

members

of

the

general

assembly.

Under

current

law,

state

sovereignty

is

subject

to

the

United

States’

rights

to

public

lands

or

to

an

establishment

of

the

national

government.

This

bill

modifies

the

limits

of

state

sovereignty

to

make

state

sovereignty

subject

only

to

the

United

States’

rights

to

public

lands

or

to

military

and

naval
