shall

not

an

to

a

person

who

has

not

submitted

an

application

for

an

absentee

ballot.

reverse

the

envelope;

and

return

the

absentee

ballot

to

the

commissioner.

commissioner

shall

record

the

numbers

appearing

on

the

application

affidavit

with

the

name

of

the

registered

voter.

this

subsection

the
