Section
308.1,
subsection
1,
Code
2026,
is

amended
to
read
as
follows:

1.
The
Mississippi
river
parkway
planning
commission
shall

must
be
composed
of
ten
members
appointed
by
the
governor,
4
five
members
to
be
appointed
for
two-year
terms
beginning
5
July
1,
1959,
and
five
members
to
be
appointed
including
one
6
member
each
from
Allamakee
county,
Clayton
county,
Clinton
7
county,
Des
Moines
county,
Dubuque
county,
Jackson
county,
Lee
8
county,
Louisa
county,
Muscatine
county,
and
Scott
county,
9
for
four-year
terms
beginning
July
1,
1959
.
In
addition
,
to
10
the
above
members
there
shall
must
be
seven
four
advisory
,
ex

officio
members
who
shall
be
as
follows:

a.
One
member
from
the
state
department
of
transportation
13
commission
.

b.
One
member
from
the
natural
resource
commission.

c.
One
member
from
the
state
soil
conservation
and
water

quality
committee.
One
member
from
the
economic
development

authority,
whose
primary
responsibility
includes
tourism
under

section
15.108,
subsection
5.

One
member
from
the
state
historical
society
of
Iowa.

One
member
from
the
faculty
of
the
landscape

architectural
division
of
the
Iowa
state
university
of
science

and
technology.

Section
308.1,
Code
2026,
is
amended
by
adding
the

following
new
subsections:

NEW
SUBSECTION
.
1A.
The
parkway
commission
shall
submit
a
28
report
regarding
the
economic
impact
of
the
great
river
road
29
on
this
state
on
or
before
December
15
each
year
to
the
general
30
assembly
and
to
the
governor.
31
NEW
SUBSECTION
.
1B.
The
parkway
commission
may
establish
a
32
technical
committee
to
advise
the
commission.
If
established,
33
members
of
the
committee
must
include
at
least
one
employee
34
each
from
the
departments
of
transportation
and
agriculture

land
stewardship,
from
the
consumer
protection
division

of
the
office
of
the
attorney
general,
and
from
the
economic

development
authority,
designated
by
the
applicable
head

The
commission
may
request
any
other
state
agency
to

designate
an
employee
to
serve
on
the
committee.

explanation

constitute
agreement
with

explanation’s

the
members

the
general

Under
current
law,
the
Mississippi
parkway
planning
9
commission
is
composed
of
10
members
appointed
by
the
governor.

This
bill
renames
the
commission
to
the
Mississippi
river
11
parkway
commission
(MRPC)
and
requires
the
10
members
to
each
12
reside
in
a
different
county
adjacent
to
the
Mississippi
river
13
in
Iowa.
14
Current
law
requires
seven
advisory,
ex
officio
members
15
to
serve
on
the
MRPC,
one
each
from
the
state
transportation
16
commission,
the
natural
resource
commission,
the
state
17
soil
conservation
and
water
quality
committee,
the
state
18
historical
society
of
Iowa,
the
faculty
of
the
landscape
19
architectural
division
of
the
Iowa
state
university
of
science
20
and
technology,
the
economic
development
authority,
and
the
21
environmental
protection
commission.
The
bill
instead
requires
22
four
advisory,
ex
officio
members,
one
member
each
from
the
23
state
department
of
transportation,
the
natural
resource
24
commission,
the
economic
development
authority,
and
the
state
25
historical
society
of
Iowa.

The
bill
requires
the
MRPC
to
submit
a
report

of
the
great
river
road
on
Iowa
on
or

before
December

each
year
to
the
general
assembly
and
to

the
governor.
As
used
in
Code
chapter
308,
“great
river
30
road”
means
a
scenic
and
recreational
highway
consisting
of
a
31
designated
system
of
roads
and
streets
along
the
Mississippi
32
river
in
Iowa.
33
The
bill
authorizes
the
MRPC
to
establish
a
technical
34
committee
to
advise
the
MRPC.
If
established,
members
