43.97,

district

convention

district

central

committee

the

committee

an

officer

years

inattention

to

duty

or

incompetency.

Each

district

central

committee

shall

enact

bylaws

to

govern

the

committee’s

operation.

A

copy

of

the

bylaws

shall

be

kept

on

file

at

the

office

of

the

state

commissioner.

Amendments

to

a

district

central

committee’s

bylaws

shall

upon

adoption

be

filed

in

the

same

manner

as

the

original

document.

Each

district

central

committee

may

organize

at

pleasure

for

political

work

as

is

usual

and

customary

with

such

committees

and

provide

for

cooperation

with

party

auxiliary

bodies.

There

shall

be

no

proxies

at

a

congressional

district

convention.

This

bill

relates

to

the

organization

of

congressional

district

conventions

by

political

parties.

The

bill

requires

each

political

party

to

hold

a

congressional

district

22

convention

to

elect

or

nominate

members

of

the

party’s

central

23

committee,

make

nominations

to

fill

vacancies

on

the

general

24

election

ballot,

and

transact

other

business

as

required

by

law

25

or

required

or

permitted

by

the

party’s

state

constitution,

26

bylaws,

or

rules

of

the

convention.

The

bill

also

requires

a

congressional

district

convention

28

to

adopt

a

district

platform,

which

shall

be

transmitted

to

the

29

party’s

state

central

committee

for

consideration

during

the

30

adoption

of

the

state

party’s

platform.

Beginning

in

2027,

the

bill

requires

each

district

convention

to

establish

a

district

central

committee

the
