The
governor
shall,
in
cooperation
with
the
attorney

general,
take
all
steps
necessary
to
secure
the
return
of

all
citizens
of
the
United
States
who
are
residents
of
this

state
and
who
have
been
unlawfully
deported,
and
to
secure
the

release
of
all
citizens
of
the
United
States
who
are
residents

of
this
state
and
who
have
been
unlawfully
detained,
by
United

States
immigration
and
customs
enforcement.

person
may
bring
a
civil
action
in
this
state
against

United
States
immigration
and
customs
enforcement
for
damages

arising
from
injuries
and
violations
of
human
rights
arising

the
actions
of
the
agency
in
this
state.

inclusion

this
explanation
does

constitute
agreement

This
bill
relates
to
the
actions
of
U.S.
immigration
and

customs
enforcement.
The
bill
requires
the
governor,
in
20
cooperation
with
the
attorney
general,
to
take
all
steps
21
necessary
to
secure
the
return
and
release,
respectively,
of
22
U.S.
citizens
who
are
residents
of
Iowa
and
who
have
been
23
unlawfully
deported
or
detained.
The
bill
allows
a
person
24
to
bring
a
civil
action
against
U.S.
immigration
and
customs
25
enforcement
for
damages
arising
from
injuries
and
violations
of
26
human
rights
arising
from
the
actions
of
the
agency.
