governor

shall,

in

cooperation

with

the

attorney

general,

take

all

steps

necessary

to

secure

the

return

of

all

citizens

of

the

United

States

who

are

residents

of

this

state

and

who

have

been

unlawfully

deported,

and

to

secure

the

release

of

all

citizens

of

the

United

States

who

are

residents

of

this

state

and

who

have

been

unlawfully

detained,

by

United

States

immigration

and

customs

enforcement.

bill

relates

to

the

actions

U.S.

immigration

and

The

bill

requires

the

governor,

in

cooperation

with

the

attorney

general,

to

take

all

steps

necessary

to

secure

the

return

and

release,

respectively,

of

U.S.

citizens

who

are

residents

of

Iowa

and

who

have

been

unlawfully

deported

or

detained.

The

bill

allows

a

person

to

bring

a

civil

action

against

U.S.

immigration

and

customs

enforcement

for

damages

arising

from

injuries

and

violations

of

human

rights

arising

from

the

actions

of

the

agency.
