1.
Section
21.12,
subsection
5,
Code
2026,
is

amended
to
read
as
follows:

section
does
not
apply
to
a
any
of
the
following:

a.
A
member
of
a
governmental
body
if
the
member
or

governmental
body
is
excluded
from
the
jurisdiction
of
the
Iowa

public
information
board
under
section
23.12
.

b.
A
member
of
a
board,
council,
or
committee
that
is

established
solely
to
provide
advice
or
recommendations,
and

who
is
appointed
by
a
school
board,
city
council,
or
board
of
9
supervisors.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

Current
law
requires
a
newly
elected
or
appointed
public
14
official
who
is
a
member
of
a
governmental
body
to
complete
15
a
training
course
relating
to
the
responsibilities
of
the
16
governmental
body
and
its
members
under
Code
chapter
21
17
(official
meetings
open
to
public).
This
bill
provides
18
that
a
member
of
a
board,
council,
or
committee
that
is
19
established
solely
to
provide
advice
or
recommendations,
and
20
who
is
appointed
by
a
school
board,
city
council,
or
board
of
21
supervisors,
is
exempt
from
this
training
requirement.
