As

used

in

this

section:

a.

“Official

government

material”

means

a

guidance,

rule,

briefing,

press

release,

or

publication

prepared

by

a

state

5

agency.

b.

“State

agency”

means

a

department,

authority,

agency,

7

commission,

board,

institution,

division,

or

office

of

the

8

state.

2.

A

state

agency

shall

not

use

the

term

“West

Bank”

to

10

refer

to

Judea

and

Samaria

in

official

government

material.

11

3.

A

state

agency

shall

not

use

state

moneys

to

create

12

official

government

material

that

uses

the

term

“West

Bank”

to

13

refer

to

Judea

and

Samaria.

4.

The

head

of

a

state

agency

may

waive

the

prohibitions

of

15

subsections

2

and

3

if

the

head

of

the

state

agency

determines

16

that

waiving

the

prohibitions

is

in

the

interest

of

the

state

17

and

submits

a

written

explanation

of

the

waiver

no

later

than

18

thirty

days

after

making

the

determination

to

the

general

19

assembly

or

to

the

legislative

council

if

the

general

assembly

20

is

not

in

session.

EXPLANATION

The

inclusion

of

this

explanation

does

not

constitute

agreement

with

23

the

explanation’s

substance

by

the

members

of

the

general

assembly.

This

bill

prohibits

a

state

agency

from

using

the

term

“West

25

Bank”

to

refer

to

Judea

and

Samaria

in

official

government

26

material

and

prohibits

a

state

agency

from

using

state

moneys

27

to

create

official

government

material

that

uses

the

term

“West

28

Bank”

to

refer

to

Judea

and

Samaria.

The

head

of

a

state

agency

29

may

waive

these

prohibitions

if

the

head

of

the

state

agency

30

determines

that

doing

so

is

in

the

interest

of

the

state

and

31

submits

a

written

explanation

of

the

waiver

no

later

than

30

32

days

after

making

the

determination

to

the

general

assembly

or

33

to

the

legislative

council

if

the

general

assembly

is

not

in

34

session.
