an

agreement

pursuant

agency

the

purpose

of

jointly

procuring

nonprofit

service

service

plan,

for

the

benefit

of

the

districts

which

parties

to

the

agreement.

Such

plan

may

include

a

cafeteria

plan

as

defined

not

be

construed

to

as
