is

amended

to

trafficking

Formation

and

authority

of

Iowa

trafficking

task

force

.

An

office

task

force

to

combat

human

trafficking

is

established

within

the

department.

The

purpose

of

the

office

task

force

is

to

oversee

and

coordinate

efforts

to

combat

human

trafficking

in

this

state.

The

task

force

shall

be

known

as

the

Iowa

human

trafficking

task

force.

The

Iowa

human

trafficking

task

force

shall

have

the

full

authority

to

make

arrests,

call

on

other

law

enforcement

entities

within

Iowa

to

assist

with

arrests

and

investigations

and

to

provide

any

back-up

or

necessary

support

that

the

task

force

requires

execution

its

duties

prescribed

law.

The

task

force

shall

also

have

an

office

and

call

center

that

is

staffed

assigned

to

it

twenty-four

hours

per

day,

per

week,

including

during

commissioner

shall

appoint

a

coordinator

to

staff

the

office

director

of

the

Iowa

human

trafficking

task

force

may

be

hired,

the

Iowa

human

trafficking

task

force

have

four

teams

that

are

divided

geographically

into

four

quadrants

interstates

criminal

history

data

and

investigative

intelligence

on

incidents

related

to

trafficking.

Develop

a

strategy

and

standard

operating

sharing

victim

and

offender

data

among

governmental

agencies

that

prioritizes

the

safety

and

security

of

the

human

trafficking

victims

statewide

the

DIVISION

I.

The

bill

provides

that

a

task

force

to

combat

2

human

trafficking

is

established

within

the

department

of

3

public

safety

(department)

to

oversee

and

coordinate

efforts

to

4

combat

human

trafficking,

and

shall

be

known

as

the

Iowa

human

5

trafficking

task

force

(task

force).

The

task

force

shall

6

have

the

full

authority

to

make

arrests,

to

call

on

other

law

7

enforcement

entities

within

the

state

to

assist

with

arrests

8

and

investigations,

and

to

provide

any

back-up

or

necessary

9

support

that

it

requires

in

the

execution

of

its

duties

as

10

prescribed

by

law.

It

shall

also

have

an

office

and

call

11

center

24

hours

per

day,

7

days

per

week,

even

during

holidays.

The

bill

provides

that

the

commissioner

the

human

trafficking

victims;

apply,

or

assist

12

other

governmental

agencies

to

apply,

for

grants

to

support

13

human

trafficking

enforcement,

prosecutions,

trainings,

and

14

victim

services;

research

and

recommend

training

and

education

15

to

assist

governmental

agencies

to

identify

and

respond

16

appropriately

to

human

trafficking

victims;

take

other

steps

17

necessary

to

advance

the

purposes

of

the

office;

annually

18

submit

a

written

report

to

the

general

assembly

regarding

the

office’s

to

combatting

human

trafficking

and

occurrences

of

human

trafficking

within

the

state;

investigate

human

trafficking

arrests

The

bill

directs

the

attorney

general

to

to

the

office

of

general

trafficking

task

force

division

shall
