Section

321.182,

subsection

1,

amended

to

read

as

follows:

application

on

a

form

provided

by

the

department

a

citizen

the

the

application

the

applicant’s

security

number.

321.189,

subsection

2,

paragraph

a,

Code

amended

read

as

follows:

(1)

Appearing

on

the

driver’s

license

shall

be

a

17

distinguishing

number

assigned

to

the

licensee;

the

licensee’s

18

full

name,

date

of

birth,

sex,

and

residence

address;

a

color

19

photograph;

a

physical

description

of

the

licensee;

the

name

of

20

the

state;

the

dates

of

issuance

and

expiration;

and

the

usual

21

signature

of

the

licensee.

The

license

shall

identify

the

22

class

of

vehicle

the

licensee

may

operate

and

the

applicable

23

endorsements

and

restrictions

which

the

department

shall

24

require

by

rule.

The

back

side

of

the

driver’s

license

must

include

the

26

licensee’s

status

as

a

citizen

of

the

United

States

or

status

27

as

a

noncitizen

authorized

to

be

in

the

United

States,

as

28

applicable.

321.190,

subsection

paragraph

a,

department

nonoperator’s

identification

card

to

applicant

at

the

time

of

application

pursuant

to

procedures

established

by

rule.

An

applicant

for

a

nonoperator’s

12

identification

card

who

is

required

by

50

U.S.C.

app.

§451

13

et

seq.

to

register

with

the

United

States

selective

service

14

system

shall

be

registered

by

the

department

with

the

selective

15

service

system

as

provided

in

section

321.183

.

Sec.

4.

APPLICABILITY.

This

Act

applies

to

driver’s

17

licenses

and

nonoperator’s

identification

cards

issued

as

a

18

result

of

an

application

made,

including

for

renewal,

on

or

19

after

the

effective

date

of

this

Act.

EXPLANATION

21

The

inclusion

of

this

explanation

does

not

constitute

agreement

with

22

the

explanation’s

substance

by

the

members

of

the

general

assembly.

23

This

bill

requires

a

person

applying

for

a

driver’s

license

24

or

nonoperator’s

identification

card,

including

for

renewal

25

of

either,

to

provide

the

person’s

status

as

a

citizen

of

the

26

United

States

or

status

as

a

noncitizen

authorized

to

be

in

the

27

United

States.

The

department

of

transportation

(DOT)

must

28

include

a

person’s

status

on

the

back

side

of

the

person’s

29

driver’s

license

or

nonoperator’s

identification

card,

as

30

applicable.

31

The

bill

applies

to

driver’s

licenses

and

nonoperator’s

32

identification

cards

issued

as

a

result

of

an

application

made,

33

including

for

renewal,

on

or

after

the

effective

date

of

the

34

bill.
