The

auditor

of

state

may,

at

the

discretion

of

the

auditor,

investigate

departments

of

state

government

for

the

purposes

of

pursuing

efficiency

in

state

government.

Such

an

investigation

is

considered

an

authorized

audit

or

examination

for

purposes

6

of

subchapter

IX,

and

the

provisions

of

subchapter

IX

apply.

EXPLANATION

The

inclusion

of

this

explanation

does

not

constitute

agreement

with

the

explanation’s

substance

by

the

members

of

the

general

assembly.

This

bill

allows

the

auditor

of

state

to

investigate

departments

of

state

government

for

the

purposes

of

pursuing

efficiency

in

state

government.

The

bill

applies

the

auditor’s

enforcement

provisions

under

current

law

to

such

investigations

(subpoena

power,

judicial

enforcement

of

subpoenas,

and

15

involvement

of

county

attorneys

or

the

attorney

general).
