331.301,

Code

2025,

is

amended

by

adding

1

the

following

new

subsection:

SUBSECTION

A

county

shall

furnish

or

make

available

on

a

publicly

accessible

internet

site

electronic

forms

required

by

the

county

or

county

officers,

including

but

5

not

limited

to

the

auditor,

treasurer,

recorder,

and

sheriff,

that

may

include

required

filings,

documents,

and

requests

for

7

services

such

as

licenses

or

other

information

as

required

8

by

law.

The

publicly

accessible

internet

site

shall

also

be

9

capable

of

electronically

receiving

a

document

submitted

to

the

10

county

and

shall

ensure

all

confidential

information,

including

11

a

person’s

identity,

is

protected.

The

internet

site

shall

not

12

use

a

person’s

social

security

number

as

an

identifier

in

the

13

system.

364.3,

Code

2025,

is

amended

by

adding

the

following

new

subsection:

city

shall

bill

requires

counties

and

cities

to

make

available

requests

for

services

by

or

a

city

or

accessible

internet

site.

The

bill

also

requires

the

publicly

accessible

internet

site

to

be

capable

of

12

electronically

receiving

a

document

submitted

to

a

county

or

a

13

city

while

protecting

confidential

information.

The

bill

modifies

Code

section

554D.120,

subsection

1,

which

15

currently

allows

a

governmental

agency,

including

a

county,

16

municipality,

or

other

political

subdivision

of

the

state,

to

17

determine

whether,

and

the

extent

to

which,

the

governmental

18

agency

will

send

and

accept

electronic

records

and

electronic

19

signatures

to

and

from

other

persons

and

otherwise

create,

20

generate,

communicate,

store,

process,

use,

and

rely

upon

21

electronic

records

and

electronic

signatures.
