WHEREAS,

the

independence

of

the

Supreme

Court

of

the

United

States

is

essential

to

the

preservation

of

our

constitutional

system

of

government;

and

WHEREAS,

expanding

the

number

of

justices

on

the

Supreme

Court

of

the

United

States

for

political

purposes

threatens

9

the

Supreme

Court’s

long-term

stability

and

undermines

public

10

confidence

in

our

judiciary;

and

11

WHEREAS,

an

amendment

to

the

Constitution

of

the

United

12

States

is

necessary

to

ensure

that

the

number

of

Supreme

Court

13

justices

remains

fixed

at

nine;

NOW

THEREFORE,
