1.

The

following

amendment

to

the

Constitution

of

1

the

State

of

Iowa

is

proposed:

Article

I

of

the

Constitution

of

the

State

of

Iowa

is

amended

3

by

adding

the

following

new

section:

Sec.

26.

Worker

rights.

Workers

shall

have

the

fundamental

5

right

to

organize

and

to

bargain

collectively

through

6

representatives

of

their

own

choosing

for

the

purpose

of

7

negotiating

wages,

hours,

and

other

terms

and

conditions

of

8

employment,

and

to

protect

their

economic

welfare

and

safety

at

9

work.

No

law

shall

be

passed

or

enforced

that

interferes

with,

10

negates,

or

diminishes

the

right

of

workers

to

organize

and

11

bargain

collectively

over

their

wages,

hours,

and

other

terms

12

and

conditions

of

employment

and

economic

welfare

and

workplace

13

safety,

including

any

law

or

ordinance

that

prohibits

the

14

execution

or

application

of

agreements

between

employers

and

15

labor

organizations

that

represent

workers

requiring

membership

16

in

an

organization

as

a

condition

of

employment.

Sec.

2.

REFERRAL

AND

PUBLICATION.

The

foregoing

proposed

18

amendment

to

the

Constitution

of

the

State

of

Iowa

is

referred

19

to

the

general

assembly

to

be

chosen

at

the

next

general

20

election

for

members

of

the

general

assembly,

and

shall

be

21

published

as

provided

by

law

for

three

consecutive

months

22

previous

to

the

date

of

that

election.

constitute

the

by

the

members

of

the

general

assembly.

This

joint

resolution

proposes

an

amendment

to

the

Constitution

of

the

State

of

Iowa

relating

worker

rights.

joint

resolution

provides

that

workers

shall

have

the

right
