subsection

Code

2026,

of

the

state

shall

not

be

required

to

pay

for

the

full

cost

of

the

health

insurance

under

this

section

;

however,

the

governing

body

of

the

state

may

pay

the

full

cost

or

a

portion

of

the

cost

of

the

health

insurance

.

If

the

full

cost

or

a

portion

of

the

cost

of

the

coverage

is

not

12

paid

by

the

governing

body

of

the

state,

the

surviving

spouse

13

and

each

surviving

child

who

is

eligible

for

health

insurance

under

this

section

may

elect

to

continue

coverage

by

paying

that

portion

of

the

cost

of

the

health

insurance

not

paid

governing

body

institution

determines

that

an

employee

has

been

held

hostage,

the

employee

shall

eligible

licensed

Act

amending

bargaining

procedures

initiated

on

after

the

effective

date

of

this

Act.

relates

designates

employees

ongoing

direct

contact

purposes

bargaining

pursuant

to

Code

chapter

20,

employment

relations

Act.

Code

chapters

and

400

include

collective

bargaining

procedures

specifically

applicable

30

to

public

safety

employees

that

are

not

applicable

to

other

31

public

employees,

including

procedures

relating

to

the

scope

32

of

collective

bargaining

negotiations,

arbitration

procedures,

33

and

certain

matters

relating

to

city

civil

service

employment.

is

amended

to

provide

that

the

state

shall

pay

the

cost

law

provides

the

state

shall

not

be

pay

the

cost

of

the

health

insurance.

bill

establishes

additional

duties

of

the

director

9

of

the

department

of

corrections.

The

bill

requires

the

director

to

establish

a

training

program

for

employees

of

11

the

department

with

ongoing

direct

contact

with

inmates

in

12

self-defense

and

other

de-escalation

techniques

when

confronted

13

with

potentially

violent

interactions

involving

inmates,

14

establish

uniform

safety

practices

to

be

implemented

at

all

15

correctional

institutions,

adopt

rules

to

allow

an

employee

of

16

the

department

who

has

witnessed

a

trauma

event

to

take

between

17

5

and

30

days

of

paid

leave

depending

upon

the

severity

of

the

18

trauma

event

and

to

allow

an

employee

who

has

been

held

hostage

19

up

to

90

days

of

paid

leave,

and

to

establish

protocols

for

allowing

employees

of

the

department

with

contact

with

inmates

access

to

certain

specified

confidential

information.

The

bill

also

prohibits

the

department

of

corrections

from

entering

into

an

employment

contract

with

a

person

to

perform

a

of

the

department

that

provides

the

contract

employee

pay
