This

Act,

being

deemed

of

immediate

importance,

takes

effect

upon

enactment.

3.

APPLICABILITY.

This

Act

applies

to

collective

bargaining

procedures

pursuant

to

chapter

20

initiated

on

or

8

after

the

effective

date

of

this

Act.

EXPLANATION

The

inclusion

of

this

explanation

does

not

constitute

agreement

with

11

the

explanation’s

substance

by

the

members

of

the

general

assembly.

Under

current

law,

in

an

arbitration

involving

a

public

13

employee

collective

bargaining

unit

that

does

not

have

at

14

least

30

percent

of

members

who

are

public

safety

employees,

15

the

arbitrator’s

award

regarding

any

increase

in

base

wages

16

shall

not

exceed

the

lesser

of

two

percentages

in

any

one-year

17

period

in

the

duration

of

the

bargaining

agreement.

One

of

the

18

specified

percentages

is

3

percent.

This

bill

increases

the

19

percentage

to

5

percent.

20

The

bill

takes

effect

upon

enactment

and

applies

to

21

collective

bargaining

procedures

pursuant

to

Code

chapter

20

22

initiated

on

or

after

the

effective

date

of

the

bill.
