not

the

office

may

require

sponsor

partner

due

to

the

employer

partner’s

material

breach

of

responsibilities

as

outlined

in

the

intermediary

sponsor’s

standards.

Prior

to

any

order

to

cancel

or

suspend

an

employer

16

partner,

the

office

must

provide

a

comprehensive

list

of

the

17

grounds

for

cancellation

or

suspension

and

allow

at

least

sixty

18

days

for

the

employer

partner

to

become

compliant.

If

the

19

office

orders

cancellation

or

suspension

of

an

employer

partner

20

after

the

sixty-day

period,

the

order

shall

be

considered

final

21

agency

action,

and

the

intermediary

sponsor

may

seek

judicial

22

review

as

provided

in

section

17A.19.

(1)

The

office

may

only

cancel,

suspend,

apprenticeship

sponsor,

office

The

office

shall

not

issue

such

a

decision

before

the

conclusion

of

the

ninety-day

period

thirty

the

conclusion

of

the

period.

The

decision

shall

5

be

considered

final

agency

action

subject

judicial

review

as

6

provided

in

section

17A.19.

However,

notwithstanding

section

the

office

burden

prove

that

sponsor,

sponsor,

The

bill

sponsors,

defined

bill,

a

class

of

entities

provide

apprenticeship

Code

chapter

84D,

the

Iowa

registered

apprenticeship

Act,

and

that

are

subject

to

registration

with

the

Iowa

office

of

apprenticeship.

The

bill

provides

that

an

intermediary

sponsor

has

the

sole
