amended

by

adding

1

the

following

new

subsection:

NEW

SUBSECTION

.

28.

a.

Adopt

rules

pursuant

to

chapter

17A

establishing

additional

endorsements

for

instruction

related

4

to

all

of

the

following

high-need

teaching

areas

in

schools

5

providing

instruction

to

students

enrolled

in

prekindergarten

6

through

grade

twelve:

7

(1)

Fine

arts.

8

(2)

Mathematics.

9

(3)

Science.

10

b.

The

board

shall

not

grant

an

applicant

an

endorsement

11

described

in

paragraph

“a”

unless

the

applicant

holds

a

12

bachelor’s

degree

from

an

accredited

college

or

university.

c.

This

subsection

is

repealed

July

1,

2030.

EXPLANATION

The

inclusion

of

this

explanation

does

not

constitute

agreement

with

16

the

explanation’s

substance

by

the

members

of

the

general

assembly.

This

bill

requires

the

board

of

educational

examiners

(BOEE)

18

to

adopt

rules

that

establish

additional

endorsements

for

19

instruction

related

to

fine

arts,

mathematics,

and

science.

20

The

BOEE

is

prohibited

from

granting

an

applicant

such

an

21

endorsement

unless

the

applicant

holds

a

bachelor’s

degree

from

22

an

accredited

college

or

university.

These

provisions

are

23

repealed

July

1,

2030.
