amended

by

adding

the

following

new

paragraph:

For

rental

or

leasing

of

passenger

vehicles

operating

using

an

internal

combustion

engine

powered

by

diesel

fuel,

that

the

passenger

vehicle’s

manufacturer

5

expressly

states

that

the

engine

is

capable

of

being

powered

by

6

biodiesel

blended

fuel

classified

as

B-20

or

higher.

Sec.

2.

APPLICABILITY.

This

Act

applies

to

contracts

issued

8

or

renewed

under

section

8A.367

on

or

after

July

1,

2026.

EXPLANATION

The

inclusion

of

this

explanation

does

not

constitute

agreement

with

11

the

explanation’s

substance

by

the

members

of

the

general

assembly.

Under

current

law,

as

part

of

the

department

of

13

administrative

services’

(DAS)

competitive

bidding

procedure

14

for

the

purchase

of

a

motor

vehicle

operating

using

an

internal

15

combustion

engine

powered

by

diesel

fuel,

a

bidder

must

certify

16

that

the

motor

vehicle’s

manufacturer

expressly

states

that

the

17

engine

is

capable

of

being

powered

by

biodiesel

blended

fuel

18

classified

as

B-20

or

higher

(Code

section

8A.368(4)).

This

19

bill

requires

a

private

entity

to

make

the

same

demonstration

20

prior

to

being

awarded

a

contract

under

DAS’

request

for

21

proposal

process

for

state

passenger

vehicle

rental

or

leasing.

22

The

bill

applies

to

such

contracts

issued

or

renewed

on

or

23

after

July

1,

2026.
