holding
a

legal
interest
in
agricultural

moneys
appropriated
in
subsection

shall
be

outreach
in
a
manner
that
encourages

persons
who
hold
a
legal
interest
in
agricultural

to
implement
water
quality

of
such
practices
in
watersheds
generally,
and

limited
to
subwatersheds
or
high-priority
watersheds.

persons
