Section

103A.11,

subsection

2,

Code

2025,

is

amended

to

read

as

follows:

The

text

of

any

proposed

rule

shall

be

made

available

for

inspection

at

the

office

of

the

commissioner

and

shall

be

distributed

to

the

governmental

subdivisions

which

have

adopted

5

the

state

building

code,

and

to

any

other

person

who

requests

6

a

copy.

A

proposed

rule

affecting

the

state

building

code

7

shall

consider

housing

affordability

and

shall

include

a

public

8

report

submitted

by

the

commissioner

to

the

administrative

9

rules

review

committee

outlining

the

estimated

increase

or

10

decrease

in

construction

costs

to

single-family

or

multi-family

11

homes

resulting

from

the

promulgation

of

the

proposed

rule.

governmental

subdivision

prohibit

performing

services

which

that

person

is

licensed

provisions

promulgated

by

the

governmental

against

a

person

licensed

A

county

develop

standards

to

evaluate

stormwater

management

methods

15

before

and

after

construction

and

ensure

compliance

with

other

16

state

or

federal

laws.

subsection

paragraph

b,

is

amended

to

read

as

follows:

b.

A

city
