AN ACT creating the Kansas task force on artificial intelligence and
emerging technologies; providing membership and duties of such task
force.
Be it enacted by the Legislature of the State of Kansas:
Section 1. (a) There is hereby established the Kansas task force on
artificial intelligence and emerging technologies. The task force shall study
and evaluate the impacts, risks, workforce implications and regulatory
needs of artificial intelligence and related emerging technologies. The task
force shall explore the use of artificial intelligence throughout the state to
improve the efficiency and effectiveness of state and local government
operations and the responsible integration of artificial intelligence into
public education.
(1) The task force shall be composed of six voting members as
follows:
(A) One member of the house of representatives appointed by the
speaker of the house of representatives;
(B) one member of the house of representatives appointed by the
majority leader of the house of representatives;
(C) one member of the house of representatives appointed by the
minority leader of the house of representatives;
(D) one member of the senate appointed by the president of the
senate;
(E) one member of the senate appointed by the majority leader of the
senate; and
(F) one member of the senate appointed by the minority leader of the
of senate.
(2) The task force shall have five nonvoting members as follows:
(A) The attorney general or the attorney general's designee;
(B) one member appointed by the state board of education;
(C) one member appointed by the Kansas board of regents;
(D) one member appointed by the secretary of commerce; and
(E) one member with demonstrated expertise in artificial intelligence,
cybersecurity or advanced technology appointed by the governor.
(b) Members of the task force shall be appointed on or before August

1, 2026. The members of the task force shall elect members of the task
force to serve as chairperson and vice chairperson from the voting
members of the task force. The task force may meet at any time and any
place within the state upon the call of the chairperson
(c) A quorum of the task force shall be 4 voting members. All actions
of the task force shall be taken by a majority present where there is a
quorum.
(d) If approved by the legislative coordinating council, members of
the task force attending meetings shall be paid amounts for expenses,
mileage and subsistence as provided in K.S.A. 75-3223(e), and
amendments thereto.
(e) The staff of the office of revisor of statutes, the legislative
research department and the division of legislative administrative services
shall provide such assistance as may be requested by the task force.
(f) On December 31, 2026, and each December 30 thereafter, the
committee shall submit a written report of its findings and
recommendations to the governor, the speaker of the house of
representatives and the president of the senate. Such report shall include
any recommendations for statutory, regulatory or administrative actions
related to artificial intelligence and emergency technologies.
(g) This section shall expire on January 1, 2028.
Sec. 2. This act shall take effect and be in force from and after its
publication in the statute book.
