AN ACT concerning human trafficking; relating to data collection;
directing the university of Kansas to operate a statewide data repository
for anonymous human trafficking data; requiring law enforcement
agencies, the Kansas bureau of investigation and prosecutors to submit
anonymous data to such repository.
Be it enacted by the Legislature of the State of Kansas:
Section 1. (a) On or before January 1, 2028, the university of Kansas
shall operate a statewide data repository for anonymous human trafficking
data. The purpose of the repository is to:
(1) Collect and analyze anonymous human trafficking data to better
understand the magnitude and trends in human trafficking in Kansas over
time;
(2) assist in evaluating the effectiveness of various state-funded
initiatives to combat human trafficking to determine the impact of such
initiatives and use evidence-based decision-making in the determination of
state investments in such initiatives;
(3) inform statewide efforts among law enforcement agencies, state
agencies and other entities to combat human trafficking and prosecute
those responsible for human trafficking; and
(4) better serve victims of human trafficking through evidence-based
interventions that have proven effective.
(b) The university of Kansas shall:
(1) Design, operate, maintain and protect the integrity of the
statewide data repository for anonymous human trafficking data;
(2) design, in consultation with the Kansas bureau of investigation
and other law enforcement agencies, a method of submitting anonymous
human trafficking data to the repository in a manner that may be
accomplished timely and at no additional cost to the submitting agencies;
(3) analyze the anonymous data submitted to identify initiatives and
interventions that work best in combatting human trafficking, prosecuting
those responsible for human trafficking and assisting victims of human
trafficking; and
(4) work with law enforcement agencies and state agencies to report
data on human trafficking investigations and prosecutions.

(c) On or before July 1, 2028, law enforcement agencies, the Kansas
bureau of investigation and the county or district attorney in each county
shall, as appropriate, submit anonymous data to the repository related to:
(1) The alleged offense that was the subject of the investigation or
prosecution;
(2) the age, gender and race or ethnicity of each alleged offender and
victim and the case number associated with the offense;
(3) the date, time and location of the alleged offense;
(4) information regarding any victim services organization or
program to which the victim was referred; and
(5) the disposition of the investigation or prosecution.
(d) Beginning July 1, 2029, and each July 1 thereafter, the university
of Kansas shall submit a report to the governor, attorney general, president
of the senate and speaker of the house of representatives regarding the data
in the statewide data repository for anonymous human trafficking data.
Sec. 2. This act shall take effect and be in force from and after its
publication in the statute book.
