AN ACT concerning state law enforcement personnel; authorizing the
Kansas highway patrol and Kansas bureau of investigation to establish
and implement a comprehensive wellness program for officers and
employees; permitting certified law enforcement personnel of other
state agencies to participate in such programs; making annual transfers
from the state highway fund and the state general fund for the purpose
of financing the implementation of such programs.
Be it enacted by the Legislature of the State of Kansas:
Section 1. (a) The superintendent of the Kansas highway patrol and
the director of the Kansas bureau of investigation are hereby authorized to
establish and implement comprehensive wellness program. Such
comprehensive wellness program shall be designed to safeguard the health
and resilience of officers and employees of the Kansas highway patrol and
Kansas bureau of investigation thereby strengthening the mission
effectiveness of such agencies. The superintendent and director shall
permit certified law enforcement personnel of other state agencies to
participate in such programs. Such comprehensive wellness program shall
provide officers and employees with resources and training to address:
(1) Mental health and suicide prevention;
(2) physical fitness and injury prevention;
(3) relational wellness; and
(4) financial stability.
(b) (1) On July 1, 2026, and on July 1 of each year thereafter, or as
soon after each such date as moneys are available, notwithstanding the
provisions of K.S.A. 68-416, and amendments thereto, the director of
accounts and reports shall transfer $350,000 from the state highway fund
(276-00-4100-4100) of the department of transportation to the Kansas
highway patrol operations fund (280-00-2034-1100) of the Kansas
highway patrol for the purpose of financing the implementation of the
comprehensive wellness program of the Kansas highway patrol.
(2) On July 1, 2026, and on July 1 of each year thereafter, or as soon
after each such date as moneys are available, the director of accounts and
reports shall transfer $150,000 from the state general fund to a fund of the
Kansas bureau of investigation as designated by the director of the Kansas
bureau of investigation for the purpose of financing the implementation of

investigation.
Sec. 2. This act shall take effect and be in force from and after its
publication in the statute book.
