AN ACT concerning education; relating to school activities; authorizing
students to participate in school activities immediately upon transfer
unless such students were recruited, induced or unduly influenced to
transfer for athletic activity participation; amending K.S.A. 72-7117
and repealing the existing section.
Be it enacted by the Legislature of the State of Kansas:
New Section 1. (a) Except as provided in subsections (b), a student
who participates in an activity for a school and transfers from such school
during the school year to a school that is located in Kansas shall be
immediately eligible to participate in such activity for the school where
such student transferred if:
(1) The student meets the requirements to participate in such activity
as established by law or the activities association referred to in K.S.A. 72-
7114, and amendments thereto;
(2) the student meets any standards of acceptance, behavior and
performance that are required of any student participating in such activity;
(3) the student possesses the skill and ability requirements to
participate in such activity as determined by the coach or director of such
activity; and
(4) the maximum number of students allowed to participate in such
activity has not been reached.
(b) A student who participates in an athletic activity and transfers as
provided in subsection (a) shall be ineligible to participate in such athletic
activity for one calendar year if the student was recruited, induced or
unduly influenced to transfer to the school primarily for athletic activity
purposes. Nothing in this subsection shall be construed to limit the
eligibility of a transfer student seeking to participate in a nonathletic
activity.
(c) Except as provided in subsection (b), when a student transfers
schools, neither the sending school nor the receiving school shall delay
eligibility or otherwise prevent a student from being immediately eligible
to participate in activities.
Sec. 2. K.S.A. 72-7117 is hereby amended to read as follows: 72-
7117. As used in this act, unless the context otherwise requires:
(a) "Activities" means school activities and contests in the fields of

athletics, music, forensics, dramatics and any other interschool
interscholastic extracurricular activities by students enrolled in any of the
grades from seven (7) to twelve ( through 12), inclusive.
(b) "Board of education" means the board of education of a school
district and the governing authority of any accredited nonpublic school.
(c) "Nonathletic activities" means contests in the fields of music,
forensics, dramatics and other interscholastic extracurricular activities
that are not classified as athletic activities.
(d) "School district" means any public school district.
Sec. 3. K.S.A. 72-7117 is hereby repealed.
Sec. 4. This act shall take effect and be in force from and after its
publication in the statute book.
