AN ACT relating to the establishment of a grant database. 1
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2
SECTION 1. A NEW SECTION OF KRS CHAPTER 42 IS CREATED TO 3
READ AS FOLLOWS: 4
(1) As used in this section: 5
(a) "Agency" means any state or local governmental department, cabinet, 6
institution, board, commission, office, or any other unit of government; and 7
(b) "Grant" means money, equipment, material, or services that may be 8
available to an individual or entity from any agency through an application 9
process administered by the agency. 10
(2) The Finance and Administration Cabinet shall establish a grant database to serve 11
as a single, unified entry point for individuals and entities to access and review 12
grant opportunities that are eligible for application. The database shall: 13
(a) Include the a bility to use keyword searches to discover all available grant 14
opportunities; and 15
(b) Provide in the information section of the related grant all information 16
reported by agencies as required under subsection (4) of this section. 17
(3) The primary goals of the grant database include: 18
(a) Ensuring state and local grants are easily accessible for individuals and 19
entities of the Commonwealth; and 20
(b) Clearly stating requirements for grants to ensure submissions are qualified 21
for the potential grant. 22
(4) Beginning December 1, 2026, all agencies shall report quarterly to the Finance 23
and Administration Cabinet the grant opportunities that are currently available 24
from their agency. The report shall include: 25
(a) The title of the grant; 26
(b) The statute or administrative regulation that authorizes the grant; 27

(c) The posting date of the grant; 1
(d) The deadline for applying for the grant; 2
(e) The eligibility criteria for the grant; 3
(f) The total funds available, including the maximum and minimum amounts a 4
grant recipient could receive; 5
(g) The grantor's contact information; and 6
(h) Any other information that may assist in the identification and orderly 7
allocation of grant funds. 8
(5) Each county and area development district shall display a link to the grant 9
database prominently on the home page or first page of its website. 10
