AN ACT relating to outdoor recreation. 1
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2
SECTION 1. A NEW SECTION OF SUBCHAPTER 12 OF KRS CHAPTER 3
154 IS CREATED TO READ AS FOLLOWS: 4
(1) There is created in the Cabinet for Economic Development the Office of Outdoor 5
Recreation Industry, which shall: 6
(a) Serve as coordinator for Kentucky's outdoor indust ry matters, including 7
resource development and industry promotion, and foster connections 8
between constituents, businesses, and communities that rely on Kentucky's 9
outdoor recreation economy; 10
(b) Make policy recommendations to the Governor and the Legislat ive 11
Research Commission on outdoor recreation industry matters, including 12
business issues unique to the outdoor recreation industry; and 13
(c) Coordinate and support the outdoor recreation industry in Kentucky to 14
promote economic development, conservation, stewardship, education, 15
workforce training, and public health and wellness. 16
(2) The office shall be headed by an executive director appointed by the secretary 17
pursuant to KRS 154.l0 -050, who shall be the administrative head and chief 18
executive officer. 19
(3) The secretary shall have authority to hire staff, contract for services, expend 20
funds, and operate the normal business activities of the office. 21
Section 2. KRS 12.020 is amended to read as follows: 22
Departments, program cabinets and their departments, and the respective major 23
administrative bodies that they include are enumerated in this section. It is not int ended 24
that this enumeration of administrative bodies be all -inclusive. Every authority, board, 25
bureau, interstate compact, commission, committee, conference, council, office, or any 26
other form of organization shall be included in or attached to the departm ent or program 27

cabinet in which they are included or to which they are attached by statute or statutorily 1
authorized executive order; except in the case of the Personnel Board and where the 2
attached department or administrative body is headed by a constitu tionally elected 3
officer, the attachment shall be solely for the purpose of dissemination of information and 4
coordination of activities and shall not include any authority over the functions, 5
personnel, funds, equipment, facilities, or records of the depar tment or administrative 6
body. 7
