AN ACT relating to elections. 1
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2
SECTION 1. A NEW SECTION OF KRS CHAPTER 117 IS CREATED TO 3
READ AS FOLLOWS: 4
(1) As used in this section, "large public university campus" means the largest 5
campus of a public university where undergraduate and graduate enrollment 6
combined exceeds five thousand (5,000) students. 7
(2) Each county board of elections of a county that has a large public university 8
campus within its jurisdiction shall: 9
(a) Conduct election day voting at the student union on campus or another on -10
campus location if it is more convenient for students; 11
(b) Conduct no-excuse in-person absentee voting, pursuant to KRS 117.076(1), 12
at the student union on campus or another on -campus location if it is more 13
convenient for students; and 14
(c) To the extent possible, provide on-campus voting locations with ballot forms 15
for all legislative and council precincts within three (3) miles of campus. 16
(3) The governing board of each large public university shall make the necessary 17
space available and coordinate with election authorities and students to make it 18
possible for the county board of elections to comply with this section. 19
Section 2. This Act shall be known as the Right to Vote at College Campuses 20
Act. 21
