AN ACT relating to family impact statements. 1
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2
SECTION 1. A NEW SECTION OF KRS CHAPTER 6 IS CREATED TO 3
READ AS FOLLOWS: 4
(1) As used in this section unless the context otherwise requires: 5
(a) "Director" means the director of the Legislative Research Commission; and 6
(b) "Family impact statement " means a statement of the estimated effect on 7
Kentucky families in implementing or complying with any proposed bill or 8
resolution of the General Assembly whether filed in a regular session or 9
extraordinary session. 10
(2) A family impact statement shall: 11
(a) Be in writing; 12
(b) Be signed by the director or the director's designee; and 13
(c) Determine the extent to which the proposed bill or resolution of the General 14
Assembly will: 15
1. Raise or lower the cost of housing for a family; 16
2. Increase or decrease the likely marriage rate and the likelihood of 17
couples staying married; 18
3. Increase or decrease the out of wedlock birth rate; 19
4. Increase or decrease the cost of raising and educating a child; 20
5. Increase or decrease a parent 's control over their children's 21
education; 22
6. Increase or decrease the likelihood of children completing education 23
to the point of being job ready; 24
7. Assist or hinder foster and adoption efforts; and 25
8. Assist or hinder the efforts to care for extended f amily members at 26
home or outside of the home. 27

(3) The director shall have the family impact statement prepared by the Legislative 1
Research Commission or by other departments or agencies of state government 2
for any bill or resolution introduced before the G eneral Assembly. Departments 3
or agencies of state government so requested by the director shall comply with the 4
request within seven (7) working days of receipt. The family impact statement 5
shall be filed with the clerk in the chamber of the General Assemb ly in which the 6
bill or resolution was introduced and attached to each copy of the bill or 7
resolution. 8
(4) No bill or resolution shall be voted on by either chamber of the General Assembly 9
unless a family impact statement has been prepared pursuant to this section and 10
attached to the bill or resolution. 11
