AN ACT relating to jailer service cards issued by the Secretary of State. 1
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2
SECTION 1. A NEW SECTION OF KRS CHAPTER 14 IS CREATED TO 3
READ AS FOLLOWS: 4
(1) As used in this section, "qualified jailer" means an individual who: 5
(a) Is currently serving or previously served as a duly elected or appointed jailer 6
in the Commonwealth of Kentucky; and 7
(b) Has not been: 8
1. Removed from office; or 9
2. Disqualified from holding office under the Constitution of Kentucky 10
or the Kentucky Revised Statutes. 11
(2) The Secretary of State shall issue a jailer service card to a qualified jailer who 12
applies to receive a card under this section. The jailer service ca rd shall serve as 13
an acknowledgement by the Secretary of State that the cardholder currently 14
serves or previously served as a jailer in the Commonwealth of Kentucky. 15
(3) The Secretary of State shall promulgate administrative regulations in accordance 16
with KRS Chapter 13A to establish: 17
(a) Protocols for verifying the identity of the applicant and that the applicant is 18
a qualified jailer; 19
(b) The form of applications for the issuance of a jailer service card; 20
(c) The design and printed content of the jailer s ervice card which shall, at a 21
minimum: 22
1. Identify the cardholder; 23
2. Distinguish between currently serving jailers and jailers who have 24
previously served; and 25
3. Identify the county in which the cardholder holds or held the office of 26
jailer; 27

(d) The costs of the jailer service card to be paid by the applicant, which shall 1
not exceed the actual cost of producing the physical card; and 2
(e) Any other matters required to implement this section. 3
