AN ACT relating to the presession filing of bills. 1
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2
SECTION 1. A NEW SECTION OF KRS CHAPTER 6 IS CREATED TO 3
READ AS FOLLOWS: 4
(1) (a) Members of the General Assembly and members -elect of the General 5
Assembly who have received their certificates of election may prefile bills 6
and resolutions for intr oduction in the next succeeding regular legislative 7
session with the director of the Legislative Research Commission. 8
(b) Bills and resolutions that are prefiled pursuant to this section shall be in the 9
final and correct form for introduction in the Genera l Assembly as required 10
by the Constitution of Kentucky, laws, and rules of the respective houses of 11
the Legislature. 12
(c) The original copy of every bill and resolution prefiled shall include the full 13
signature of the sponsor of the bill or resolution immed iately below the 14
typed or printed name of the sponsor. 15
(2) The director of the Legislative Research Commission shall: 16
(a) Receive prefiled bills and resolutions; 17
(b) Assign numbers for introduction in the proper house in order of receipt; 18
(c) Publish the prefiled bill or resolution on the Commission's website once it 19
has been assigned a number; and 20
(d) Subject to the provisions of subsection (4) of this section, delive r the 21
original and all requisite copies of each bill and resolution to the clerk of 22
the Senate or the clerk of the House of Representatives, as appropriate, on 23
the first day of the regular session. 24
(3) Prefiled bills and resolutions shall be considered as introduced on the day of their 25
delivery to each house. 26
(4) Notwithstanding the provisions of subsection (2) of this section, in the event a 27

person sponsoring a prefiled bill or resolution ceases to be a member of the 1
General Assembly at the time of the con vening of the next succeeding regular 2
legislative session, the prefiling of that bill or resolution shall be considered to be 3
without effect, and the director of the Legislative Research Commission shall not 4
deliver the original or copies to the clerk of t he Senate or the clerk of the House 5
of Representatives. 6
(5) A limit shall not be placed upon the number of bills that a member of the General 7
Assembly may prefile. 8
