AN ACT relating to outdoor recreation. 1
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2
Section 1. KRS 147A.090 is amended to read as follows: 3
Each district board of directors shall have the power, duty, and authority to: 4
(1) Establish such functional advisory committees as may be necessary and advisable. 5
These functional advisory committees shall be organized to meet such guidelines as 6
may be required for federal or state assistance; 7
(2) Conduct the necessary research and studies and coordinate and cooperate with all 8
appropriate groups and agencies in order to develop, and adopt and revise, when 9
necessary, a district development plan or series of plans, including, but not limited 10
to, the following districtwide plan elements: 11
(a) Goals and objectives; 12
(b) Water and sewer; 13
(c) Land-use; and 14
(d) Open space and recreation. 15
Such plans shall serve as a general guide for public and private actions and 16
decisions to assure the development of public and private property in the most 17
appropriate relationships; 18
(3) Prepare annually a report of its activities to the cities and countie s within the 19
district, the legislature, and the Governor. The board shall make copies of the report 20
available to members of the public within the district; 21
(4) Comply with the provisions of KRS 65A.010 to 65A.090; 22
(5) Cooperate with the Kentucky Mountain R egional Recreation Authority established 23
in KRS 148.0222 for the purpose of establishing, maintaining, and promoting 24
recreational trails to increase economic development, tourism, and outdoor 25
recreation for Kentucky's residents and visitors, not only in ea stern Kentucky but 26
throughout the Commonwealth; and 27

(6) Cooperate with the Kentucky Ohio River Regional Recreation Authority 1
established in KRS 148.034 for the purpose of establishing, maintaining, and 2
promoting recreational trails to increase economic dev elopment, tourism, and 3
outdoor recreation for Kentucky's residents and visitors, not only along the Ohio 4
River but throughout the Commonwealth. 5
