A CONCURRENT RESOLUTION relating to the establishment of a Beauty 1
Industry Law Task Force to complete a detailed review of the current laws to ensure 2
alignment throughout the relevant statutes and administrative regulations. 3
WHEREAS, Kentucky regulates over 40,000 licensed cosmetologists, barbers, and 4
licensed facilities; and 5
WHEREAS, there have been numerous changes to the beauty industry's laws and 6
administrative regulations in the past few years; and 7
WHEREAS, the current Boards of Cosmetology and Barbering do not have the 8
personnel capacity to accomplish the necessary task of removing outdated or duplicative 9
information from the statutes and laws governing their practice; 10
NOW, THEREFORE, 11
Be it resolved by the House of Representatives of the General Assembly of the 12
Commonwealth of Kentucky, the Senate concurring therein: 13
Section 1. The Legislative Research Commission is hereby directed to create 14
the Beauty Industry Law Task Force to conduct a comprehensive review of current 15
cosmetology and barbering statutes and administrative regulations to identify outdated 16
information, duplicative material, and discrepancies. 17
Section 2. The Beauty Industry Law Task Force shall be composed of the 18
following members, with final membership of the task force being subject to the 19
consideration and approval of the Legislative Research Commission. 20
(1) Two members of the House of Representatives appo inted by the Speaker of 21
the House of Representatives, one of whom shall be a member of the minority party, and 22
one of whom shall be designated by the Speaker of the House of Representatives as a co -23
chair of the task force; 24
(2) Two members of the Senate app ointed by the President of the Senate, one of 25
whom shall be a member of the minority party, and one of whom shall be designated by 26
the President of the Senate as a co-chair of the task force; 27

(3) One board member from the Board of Cosmetology; 1
(4) One board member from the Board of Barbering; 2
(5) Two licensed professionals, each with at least 10 years of experience in the 3
industry; and 4
(6) Two beauty or barbering school owners. 5
Section 3. The Beauty Industry Law Task Forc e shall meet at least four times 6
during the 2026 Interim and shall submit its findings, legislative recommendations, or a 7
memorandum to the Legislative Research Commission no later than December 1, 2026. If 8
legislative recommendations are submitted, the Le gislative Research Commission may 9
refer the recommendations to the appropriate committee or committees of jurisdiction in 10
advance of the 2027 Regular Session of the Kentucky General Assembly. 11
Section 4. Provisions of thi s Resolution to the contrary notwithstanding, the 12
Legislative Research Commission shall have the authority to alternatively assign the 13
issues specified herein to an interim joint committee or a subcommittee thereof, and to 14
designate a study completion date. 15
