A CONCURRENT RESOLUTION urging the United States Congress to support 1
efforts to issue an Armed Forces Expeditionary Medal, or similar recognition of having 2
served in an area of hostility, to all United States servicemembers who served in 3
Honduras from 1981 to 1992. 4
WHEREAS, the Commonwealth of Kentucky believes military members and 5
veterans who serve or have served in hostile environments should be recognized; and 6
WHEREAS, the United States military maintained a presence in Honduras 7
throughout and beyond the 1980s, providing training to and conducting military exercises 8
with the host nation's military; and 9
WHEREAS, the buildup and presence of United States servicemem bers served as a 10
deterrent to Nicaraguan aggression in the region and also meant an increase of support for 11
democratic values via civil action in Honduran communities; and 12
WHEREAS, United States servicemembers were equipped with live ammunition 13
and assisted the Honduran military in training and combat support capacities; and 14
WHEREAS, United States servicemembers reported experiencing hostile fire and 15
imminent danger. At least one United States servicemember received a Purple Heart for 16
injuries sustained as a result of terrorist activity while serving in Honduras in 1990; and 17
WHEREAS, United States servicemembers lost their lives while conducting various 18
military duties while in Honduras due to terrorist activity and other hazardous 19
circumstances; 20
NOW, THEREFORE, 21
Be it resolved by the House of Representatives of the General Assembly of the 22
Commonwealth of Kentucky, the Senate concurring therein: 23
Section 1. The Kentuc ky General Assembly hereby urges the United States 24
Congress to support efforts to issue an Armed Forces Expeditionary Medal, or similar 25
recognition of having served in an area of hostility, to all United States servicemembers 26
who served in Honduras from 1981 to 1992. 27

Section 2. The Clerk of the House of Representatives is directed to transmit a 1
copy of this Resolution to the members of the Kentucky congressional delegation, the 2
President of the United States, the United S tates Secretary of Veterans Affairs, and 3
Representative DJ Johnson. 4
