A CONCURRENT RESOLUTION establishing the KRS Review Task Force. 1
WHEREAS, the Kentucky Revised Statutes (KRS) constitute the codified body of 2
general laws enacted b y the General Assembly and serve as the primary source of 3
statutory authority governing the Commonwealth; and 4
WHEREAS, over time the enactment of new legislation, amendments to existing 5
statutes, and the accumulation of judicial interpretations have create d circumstances in 6
which portions of the statutory code may contain outdated terminology, internal 7
inconsistencies, or provisions that no longer reflect current legal or administrative 8
practice; and 9
WHEREAS, decisions of the courts of the Commonwealth, inc luding the Supreme 10
Court of Kentucky and the Kentucky Court of Appeals, frequently interpret provisions of 11
the KRS in ways that reveal ambiguities, unintended consequences, or conflicts within 12
the statutory framework; and 13
WHEREAS, the identification and co rrection of statutory defects, ambiguities, and 14
anachronisms is essential to maintaining a clear, coherent, and accessible body of law for 15
the citizens of the Commonwealth, the courts, and state and local officials charged with 16
implementing the law; and 17
WHEREAS, periodic and systematic review of the KRS is necessary to ensure that 18
statutory provisions remain consistent with constitutional requirements, judicial 19
precedent, and modern governmental practice; and 20
WHEREAS, the Legislative Research Commission and the committees of the 21
General Assembly regularly examine legislation but may benefit from the work of a 22
focused task force dedicated to identifying needed statutory reforms across the entirety of 23
the code; 24
NOW, THEREFORE, 25
Be it resolved by the House of Representatives of the General Assembly of the 26
Commonwealth of Kentucky, the Senate concurring therein: 27

Section 1. (1) The Legislative Research Commission is hereby directed to 1
establish the KRS Review Task Force to: 2
(a) Examine the KRS and judicial decisions to identify defects and anachronisms 3
in the Commonwealth's statutory code and recommend needed reforms; 4
(b) Receive and consider proposed changes to the KRS submitted to the task 5
force by: 6
1. The Attorney General; 7
2. State cabinet secretaries; 8
3. Justices and judges of the Kentucky Court of Justice; 9
4. The Prosecutors Advisory Council; 10
5. The public advocate; 11
6. The Kentucky Bar Association; 12
7. The American Law Institute; 13
8. The Uniform Law Commission; 14
9. State and local public officials; and 15
10. Practicing attorneys and other members of the public; 16
(c) Recommend changes to the KRS to modify or eliminate statutes that a re 17
antiquated or considered unenforceable due to significant societal changes, and bring the 18
law into harmony with modern conditions; and 19
(d) Recommend the express repeal of statutes repealed by implication or held 20
unconstitutional by a state or federal court. 21
(2) The KRS Review Task Force shall be composed of the following 12 22
members, with final membership being subject to the consideration and approval of the 23
Legislative Research Commission: 24
(a) The co-chairs of the Interim Joint Committee on Judiciary, w ho shall serve as 25
co-chairs of the task force; 26
(b) Three members of the House of Representatives to be appointed by the 27

Speaker of the House; 1
(c) Three members of the Senate to be appointed by the President of the Senate; 2
(d) Two members of the House of Re presentatives to be appointed by Minority 3
Floor Leader of the House; and 4
(e) Two members of the Senate to be appointed by the Minority Floor Leader of 5
the Senate. 6
(3) The task force shall meet as necessary during the 2026 Interim of the General 7
Assembly. The task force shall submit findings and recommendations to the Legislative 8
Research Commission for referral to the appropriate committee or committees by 9
December 1, 2026. 10
(4) Provisions of this Resolution to the contrary notwithstanding, the Legislative 11
Research Commission shall have the authority to alternatively assign the issues identified 12
herein to an interim joint committee or subcommittee thereof and to designate a study 13
completion date. 14
