A CONCURRENT RESOLUTION urging the United States Congress to reinstate 1
the able-bodied adults without dependents time limits exemption for veterans under the 2
Supplemental Nutrition Assistance Program. 3
WHEREAS, veterans of the United States Armed Forces have risked their lives in 4
defense of the nation and are owed a debt of gratitude for their service; and 5
WHEREAS, ensuring food security for veterans is one small bu t essential way the 6
nation can honor its commitment to those who served; and 7
WHEREAS, many veterans face higher rates of unemployment, underemployment, 8
and economic hardship compared to the general population; and 9
WHEREAS, veterans are disproportionately a ffected by physical and mental health 10
challenges, including service -connected disabilities and post -traumatic stress disorder, 11
which may limit consistent workforce participation; and 12
WHEREAS, veterans experiencing homelessness often rely on Supplemental 13
Nutrition Assistance Program benefits as a lifeline for daily sustenance; and 14
WHEREAS, the removal of the veteran exemption from the Supplemental Nutrition 15
Assistance Program's able-bodied adults without dependents time limits risks cutting off 16
nutrition assistance to veterans who are actively seeking stability in their lives; and 17
WHEREAS, restricting food access for veterans undermines both their health 18
outcomes and their ability to reintegrate into civilian employment; and 19
WHEREAS, the Commonwealth of Kentucky is home to over 260,000 veterans, 20
many of whom may be negatively affected by the removal of the exemption; and 21
WHEREAS, reinstating the veteran exemption would directly benefit Kentucky's 22
veteran population and uphold the values of respect and gratitude that Kentuckians hold 23
dear; and 24
WHEREAS, Congress has historically recognized the unique status of veterans in 25
social safety net programs by often providing them specific exemptions or supports; and 26
WHEREAS, support for veterans transcends political divisions, making 27

reinstatement of this exemption a bipartisan and unifying issue; 1
NOW, THEREFORE, 2
Be it resolved by the House of Representatives of the General Assembly of the 3
Commonwealth of Kentucky, the Senate concurring therein: 4
Section 1. The Kentucky General Assembly respectfully urges the United States 5
Congress to reinstate the exemption for veterans from the able -bodied adults without 6
dependents time limits under the Supplemental Nutrition Assistance Program. 7
Section 2. The Kentucky General Assembly urges the United States Department 8
of Agriculture to work with Congress to implement the reinstatement of the exemption as 9
swiftly as possible. 10
Section 3. The Clerk of the House of Representatives is directed to transmit a 11
copy of this Resolution to the Speaker of the United States House of Representatives, the 12
Majority Leader of the United States Senate, each member of the Kentucky congressional 13
delegation, and the Secretary of the United States Department of Agriculture. 14
