A JOINT RESOLUTION directing the Council on Postsecondary Education to 1
approve a Doctor of Philosophy in Aquaculture and Aquatic Science program at 2
Kentucky State University. 3
WHEREAS, Kentucky State University is the Commonwealth's only public 4
historically black college and university (HBCU) and is a federally designated 1890 land-5
grant institution; and 6
WHEREAS, Kentucky State University has a historic mission of adv ancing 7
agricultural innovation in Kentucky; and 8
WHEREAS, Executive Order 14276, Restoring American Seafood 9
Competitiveness, seeks to eliminate unsafe imports, level the unfair playing field that has 10
benefited foreign fishing companies, promote ethical sour cing, reduce regulatory 11
burdens, and ensure the integrity of the seafood supply chain; and 12
WHEREAS, Kentucky State University's College of Agriculture, Health, and 13
Natural Resources offers a Bachelor of Science in Aquatic Sciences, with a strong focus 14
on hands-on research, water quality, and food safety; and 15
WHEREAS, Kentucky State University has received strong evidence of student 16
demand for a Doctor of Philosophy in Aquaculture and Aquatic Science program, 17
graduates of which would greatly benefit the aquaculture industry of Kentucky; and 18
WHEREAS, Kentucky State University has demonstrated an ability to offer a 19
Doctor of Philosophy in Aquaculture and Aquatic Science program without requiring any 20
general fund appropriations for capital or operating expense s beyond the regular 21
appropriations; 22
NOW, THEREFORE, 23
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 24
Section 1. Notwithstanding KRS 164. 295(3), Kentucky State University shall 25
be deemed eligible to submit a proposal for a new Doctor of Philosophy in Aquaculture 26
and Aquatic Science program. 27

Section 2. The Council on Postsecondary Education shall review a nd approve a 1
proposal submitted by Kentucky State University for a new Doctor of Philosophy in 2
Aquaculture and Aquatic Science program that includes a certification that the program 3
will not require additional general fund appropriations for capital or ope rating expenses 4
beyond the regular appropriations. 5
