A JOINT RESOLUTION designating the Kenny Brown Memorial Highway in 1
Boone County. 2
WHEREAS, Kenny Ray Brown was born on June 11, 1965, to his late parents, 3
Chester Brown and Geneva Isaacs Brown; and 4
WHEREAS, Kenny Brown was a graduate of Boone County High School and the 5
University of Kentucky, where he was a member of the Wildcats' football squad that won 6
the 1984 Hall of Fame Bowl; and 7
WHEREAS, after serving as a de puty jailer in Boone County and working for 8
Cincinnati Bell, Kenny Brown threw his hat in the political ring as a candidate for Boone 9
County Clerk in 2010, campaigning on a pledge to run the office similar to a private 10
sector business with a focus on customer service; and 11
WHEREAS, after Kenny Brown was elected county clerk, he followed through on 12
that promise through a series of innovations designed to make it easier for the public to 13
access the county clerk’s services, including the promotion and growth of an online 14
license tag renewal and an automated 24/7 phone -in tag renewal system that reduced 15
lines and improved customer service; and 16
WHEREAS, in 2015, realizing Valentine’s Day was on a Saturday, Kenny Brown 17
opened the clerk’s office and 20 couples who p urchased a $35.50 marriage license went 18
straight from the clerk’s office to a group wedding ceremony, which included a reception 19
with all the trimmings, at no additional charge to the couples; and 20
WHEREAS, in 2018, Kenny Brown suffered a heart attack on el ection night as he 21
was being elected to serve a third term as county clerk, garnering 70 percent of the vote; 22
and 23
WHEREAS, Kenny Brown left these earthly bounds on March 8, 2019, leaving a 24
legacy of honorable and distinguished public service to the citizens of Boone County; and 25
WHEREAS, Kenny Brown will be remembered for his infectious smile and 26
tremendous sense of humor, but most importantly, his willingness to go above and 27

beyond in all aspects of his life; and 1
WHEREAS, it is fitting and proper that Kenny Brown's life of servic e to the 2
citizens of Boone County receive tangible, public recognition; 3
NOW, THEREFORE, 4
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 5
Section 1. The Transportation Cabinet shall designate Kentucky Route 338 in 6
Boone County, from mile point 0 to mile point 10.948 at the intersection with Kentucky 7
Route 2852, as the "Kenny Brown Memorial Highway" and shall, within 30 days of the 8
effective date of this Resolution, erect appropriate signage denoting this designation. 9
