A JOINT RESOLUTION directing the Kentucky Office of Homeland Security to 1
conduct investigations measuring the Commonwealth's capabilities and vuln erabilities 2
during a potential conflict in the Indo -Pacific and European regions and declaring an 3
emergency. 4
WHEREAS, recent events have created a heightened risk of conflict that would 5
endanger the vital interests and national security of the United States of America; and 6
WHEREAS, it is the duty of the government of the Commonwealth to take all 7
reasonable steps to prepare for potential conflicts that may disrupt or harm Kentucky 8
residents, businesses, and governments or otherwise affect Kentucky interests; and 9
WHEREAS, Kentucky shall always support the efforts of the government of the 10
United States of America to promote and maintain prosperity, peace, and security for 11
America and her allies; and 12
WHEREAS, the General Assembly shall exercise foresight and tak e all reasonable 13
steps to assess the preparedness of the Commonwealth for a potential regional or global 14
conflict, which could involve attacks upon the United States and her allies, and which 15
could cause disruption or the severing of economic business rela tionships and supply 16
chains between and among Kentucky and businesses abroad; 17
NOW, THEREFORE, 18
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 19
Section 1. (1) The Kentucky Office of Homeland Security shall conduct 20
tabletop exercises to assess how conflicts in the Indo-Pacific and European regions would 21
affect Kentucky. These exercises shall explore scenarios that would focus on aggression 22
upon the United States Armed Forces in each of those regions and involve intentional or 23
incidental damage to Kentucky supply chains, critical infrastructure, military 24
installations, and other assets. The Kentucky Office of Homeland Security shall report 25
findings to the Legislati ve Research Commission and the Governor within 180 days 26
following the effective date of this Resolution detailing how potential conflicts in those 27

regions would impact the Commonwealth. 1
(2) The Kentucky Office of Homeland Security, in conjunction with the Finance 2
and Administration Cabinet, shall evaluate critical procurements purchased or supplied 3
through state supply chains that would be disrupted in the event of conflicts in the Indo -4
Pacific and European regions. The Kentucky Office of Homeland Security shall submit 5
findings to the Legislative Research Commission and the Governor within 180 days 6
following the effective date of this Resolution. These findings shall, at a minimum: 7
(a) Identify all critical state procurements produced in or by a foreign country in 8
the Indo-Pacific or European regions, a state-owned enterprise of a foreign country in the 9
Indo-Pacific or European regions, a company domiciled within a foreign country in the 10
Indo-Pacific or European regions, or a company owned by a company domiciled in a 11
foreign country in the Indo-Pacific or European regions, or substantially sourced from the 12
same; 13
(b) Identify all state critical procurements manufactured in countries, or by 14
companies, at risk of disruption in the event of a conflict in the Indo -Pacific or European 15
regions; 16
(c) Identify all state critical procurements sourced from any country or company 17
that utilizes supply chains or business or manufacturing processes in the Indo -Pacific or 18
European regions that would be at risk of disruption in the event of such conflicts; and 19
(d) Recommend alternative sourcing strategies, if available; highlight the 20
difficulty in identifying potential alternative sourcing, if necessary; and specif y the level 21
of risk to the Commonwealth associated with such a disruption in supply chain sourcing 22
for each procurement that would be threatened in the event of a conflict in the Indo -23
Pacific or European regions. 24
(3) The Kentucky Office of Homeland Securit y, in conjunction with the 25
Commission on Military Affairs and the Public Service Commission, shall investigate 26
potential threats to critical Kentucky infrastructure and Kentucky military installations in 27

the event of conflicts in the Indo -Pacific and Europ ean regions. The Kentucky Office of 1
Homeland Security shall produce initial findings to the Legislative Research Commission 2
and the Governor within 180 days following the effective date of this Resolution and a 3
final analysis with recommendations within on e year following the effective date of this 4
Resolution. The findings shall, at a minimum: 5
(a) Identify all critical infrastructure, military installations, and other assets 6
within Kentucky that could reasonably be targeted in malicious actions by outside nations 7
in the event of a conflict in the Indo -Pacific or European regions, which could result in a 8
significant negative impact on the public health, safety, economic security, or physical 9
security of the Commonwealth and its citizens; 10
(b) Identify risks po sed to each infrastructure system, military installation, or 11
other asset in the event of a conflict in the Indo-Pacific or European regions; and 12
(c) Recommend strategies to prevent and protect against threats posed to 13
Kentucky critical infrastructure, mili tary installations, and other assets in the event of a 14
potential conflict in the Indo -Pacific or European regions, and develop strategies to 15
minimize threats in the event that such attacks succeed in damaging Kentucky critical 16
infrastructure or military installations. 17
(4) Any research, data, reports, findings, and other information produced pursuant 18
to this Resolution shall be classified as confidential and shall not be subject to release 19
under KRS 61.870 to 61.884 or KRS 7.119, and shall be compiled within and kept 20
confidential by the Office of the Governor and the Legislative Research Commission. 21
(5) The Kentucky Office of Homeland Security shall provide a report within one 22
year following the effective date of this Resolution, with narrative and summary fi ndings 23
from the investigations set out in this Resolution for the purposes of educating Kentucky 24
residents. The report may include policy recommendations for consideration by state and 25
local governments and recommendations to improve the resilience of Kent ucky's 26
economy and government. The report shall not contain any information which would 27

pose a risk to the security of the Commonwealth. 1
Section 2. Whereas it is critical for the safety and security of the 2
Commonwealth to ensure preparedness in the face of threats from abroad, an emergency 3
is declared to exist, and this Resolution takes effect upon its passage and approval by the 4
Governor or upon its otherwise becoming a law. 5
