A JOINT RESOLUTION designating the Elmer Carmon Milliner and PFC 1
Clarence Ozbert Milliner Memorial Bridges in Grayson County. 2
WHEREAS, Elmer Carmon Milliner was a retired farmer and a retired associate 3
with General Electric, having been with the company for 34 years; and 4
WHEREAS, Elmer Milliner was a Korean War Veteran who received the Purple 5
Heart, two Bronze Stars, a Silver Star, a Combat Infantryman Medal, a Kore an War 6
Medal, the Army Good Conduct Medal, a United Nations Service Medal, and a National 7
Defense Service Medal; and 8
WHEREAS, Elmer Milliner was a loyal and faithful member of the St. Paul 9
Catholic Church and a member of the Honorable Order of the Kentucky Colonels; and 10
WHEREAS, Private First Class Clarence Ozbert Milliner served in the United 11
States Marine Corps during World War II. He was killed in action on February 24, 1945, 12
in the Pacific Theater, and was buried at sea; and 13
WHEREAS, PFC Clarence Millin er received the World War II Victory Medal, the 14
Purple Heart, a Combat Action Service Ribbon, the American Campaign Medal, a 15
Marine Corps Presidential Unit Citation Medal, a Good Conduct Campaign Medal, the 16
Asiatic-Pacific Campaign Medal, and the Marine Corps Expeditionary Medal; and 17
WHEREAS, Grayson County considers Elmer Carmon Milliner and Clarence 18
Ozbert Milliner to be honorable sons of the Commonwealth, and there is strong local 19
support to ensure they are recognized for their service and bravery; 20
NOW, THEREFORE, 21
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 22
Section 1. The Transportation Cabinet shall designate the bridge on Kentucky 23
Route 920 in Grayson County over Clifty Creek (Bridge ID #043B00084N) as the "Elmer 24
Carmon Milliner Memorial Bridge" and shall, within 30 days of the effective date of this 25
Resolution, erect appropriate signage denoting this designation. 26
Section 2. The Transportation Cabinet shall designate the bridge on Kentucky 27

Route 920 in Grayson County over Meeting Creek (Bridge ID #043B00018N) as the 1
"PFC Clarence Ozbert Milliner Memorial Bridge" and shall, within 30 days of the 2
effective date of this Resolution, erect appropriate signage denoting this designation. 3
