A JOINT RESOLUTION designating the Representative C.M. "Hank" Hancock 1
Memorial Highway in Franklin County. 2
WHEREAS, Charles McGrath Hancock, better known as C.M. or "Hank," was born 3
on March 3, 1936, to Charles Wright and Dorothy Crutcher Lecompte Hancock; and 4
WHEREAS, C.M. "Hank" Hancock attended Bellarmine College and the 5
University of Kentucky; and 6
WHEREAS, C.M. "Hank" Hancock married the fo rmer Ann Helburn, and they 7
were blessed with four children, Chuck, Jack, Catherine, and Kimberly; 10 8
grandchildren; and 3 great-grandchildren; and 9
WHEREAS, C.M. "Hank" Hancock took on the responsibility of the family 10
plumbing and heating business at age 23 due to the untimely death of his father, and he 11
went on to achieve statewide recognition for his contributions to that industry. He served 12
as the youngest ever President of the Kentucky Association of Plumbing, Heating and 13
Cooling Contractors (KAPHCC), an d in later years he served as KAPHCC's Executive 14
Director. He was the proud recipient of the KAPHCC Contractor of the Year, 1894 15
Award, and the President's Award, and was inducted into the KAPHCC Hall of Fame; 16
and 17
WHEREAS, C.M. "Hank" Hancock was a huge su pporter of the youth of Frankfort 18
and Franklin County, coaching elementary school basketball for both boys and girls over 19
a 30-year period, serving as a Scoutmaster and an Explorer Scout leader, and serving as 20
the youngest president of the Frankfort YMCA b oard during its fundraising and 21
development activities for their new facility. He was the proud recipient of the Red 22
Triangle and the Service to Youth award, two of the highest honors the YMCA bestows; 23
and 24
WHEREAS, C.M. "Hank" Hancock honorably and proudly served the people of the 25
Commonwealth in the Kentucky General Assembly as the State Representative of the 26
57th House District from 1974 to 1994; and 27

WHEREAS, while in the General Assembly, C.M. "Hank" Hancock became 1
Chairman of the Highway and Traffic Com mittee in 1978 and Speaker Pro Tempore of 2
the House of Representatives in 1980; and 3
WHEREAS, C.M. "H ank" Hancock made his most enduring mark on the 4
Commonwealth through his Chairmanship of the Subcommittee of Budget Review on 5
Transportation, where he had an overview of all transportation funding for Kentucky, 6
supported transportation during his entire le gislative tenure, and ensured that road funds 7
were spent for road-fund purposes; and 8
WHEREAS, C.M. "Hank" Hancock was active in the Southern Legislative 9
Conference as Chairman of its Transportation Committee, as well as the National 10
Conference of State Legislatures, where he served as Vice Chairman of its Transportation 11
and Communications Committee; and 12
WHEREAS, C.M. "Hank" Hancock was inducted into the University of Kentucky's 13
Kentucky Transportation Center Hall of Fame in 1994; and 14
WHEREAS, serving as the State Representative from Frankfort, C.M. "Hank" 15
Hancock always fought for the rights of state employees and veterans; and 16
WHEREAS, C.M. "Hank" Hancock departed these earthly bounds on February 16, 17
2024, and is survived by his beloved family, many friends , and an entire community that 18
is grateful for his tireless service; and 19
WHEREAS, C.M. "Hank" Hancock's life of dedication and service to the citizens 20
of Frankfort and Franklin County is worthy of tangible recognition; 21
NOW, THEREFORE, 22
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 23
Section 1. The Transportation Cabinet shall designate Kentucky Route 420 in 24
Franklin County, from its intersection with Kentucky Route 676 (mile point 2.145) to its 25
intersection with Capital Avenue (mile point 3.769) as the "Representative C.M. 'Hank' 26
Hancock Mem orial Highway" and shall, within 30 days of the effective date of this 27
UNOFFICIAL COPY 26 RS BR 1729
