A JOINT RESOLUTION designating the Detective Richard E. Ray Memorial 1
Highway in Pike County. 2
WHEREAS, Richard E. Ray was born on February 11, 1938, the son of the late 3
Fred Ray and Larue Rowe Ray; and 4
WHEREAS, Richard Ray was the devoted husband to Annette Allen Ray; the 5
loving father to three children, Lisa, Richard Jr., and Ryan; and the doting grandfather to 6
six grandchildren and two great-grandchildren; and 7
WHEREAS, Richard Ray spent a lifetime in law enforcement serving the citizens 8
of the Commonwealth, first as a trooper and detective with the Kentucky State Police, 9
and later as a detective for the Pike County Sherriff's Department; and 10
WHEREAS, over the cours e of his incredible 55 -year career, Richard Ray earned 11
several awards, but more importantly, he earned the enduring respect of his fellow 12
detectives, many of whom consider him the smartest detective they ever knew; and 13
WHEREAS, one former detective, Terry Thompson, said, "Richard could solve 14
more cases sitting on his couch at the house than most detectives that were out working 15
them"; and 16
WHEREAS, Richard Ray was equally loved and respected by his family; and 17
WHEREAS, Richard Ray departed these earthly boun ds on December 27, 2024, at 18
the age of 86, leaving behind his family, friends, and a network of professional 19
colleagues to mourn his passing and celebrate a life well-lived; and 20
WHEREAS, Richard Ray's life of service and dedication to the safety of the 21
citizens of the Commonwealth is indeed worthy of public recognition; 22
NOW, THEREFORE, 23
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 24
Section 1. The Transportation Cabinet shall designate Kentucky Route 1426 in 25
Pike County, from the Letcher County line (mile point 0) to its intersection with United 26
States Route 23 (mile point 4.889) as the "Detective Richard E. Ray Memorial Highway" 27

and shall, within 30 days of the effective date of this Resolution, erect appropriate signs 1
denoting this designation. 2
