A JOINT RESOLUTION directing the Cabinet for Health and Family Services to 1
grant all third -party Supplemental Nutrition Assistance Program benefit processors the 2
authority to share data and information with the United States Department of Agriculture. 3
WHEREAS, on May 6, 2025 the United States Department of Agriculture (USDA) 4
requested that states, through their Supplemental Nutrition Assistance Program (SNAP) 5
agencies, grant the third -party SNAP benefit processors the authority to share data and 6
information with the federal government; and 7
WHEREAS, the purpose of this request is to remove information silos and aid the 8
federal government in ensuring the integrity and efficacy of the SNAP; and 9
WHEREAS, the Food and Nutrition Service at the USDA will use the data it 10
receives from processors to verify the eligibility of benefit recipients to ensure Americans 11
in need receive assistance while safeguarding taxpayer dollars from abuse; and 12
WHEREAS, the Commonwealth has a vested interest in ensuring public benefits 13
are being used in the proper manner and in avoiding waste, fraud, and abuse of these 14
benefits; and 15
WHEREAS, the USDA has indicated that it may withhold SNAP benefits for 16
noncompliance with the request; 17
NOW, THEREFORE, 18
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 19
Section 1. The General Assembly hereby directs the Cabinet for Health and 20
Family Services to grant all third -party Supplemental Nutrition Assistance Program 21
benefit processors the authority to share information requested by the United States 22
Department of Agriculture. 23
