A JOINT RESOLUTION authorizing the release of funds and declaring an 1
emergency. 2
WHEREAS, KRS 224A.320 establishes the Kentucky Water and Wastewate r 3
Assistance for Troubled or Economically Restrained Systems (Kentucky WWATERS) 4
Program under the Kentucky Infrastructure Authority to provide for an orderly process 5
for eligible public water or wastewater systems to apply for funds for eligible projects 6
and for those applications to be evaluated, scored, and presented to the General Assembly 7
for consideration for funding; and 8
WHEREAS, KRS 224A.320(7)(g) requires the Kentucky Infrastructure Authority 9
board to submit an annual report to the Legislative Resea rch Commission no later than 10
December 1 of each year detailing the evaluations and scores of the proposed funding 11
recipients for the year, to allow for the General Assembly to make the determinations for 12
funding the proposed funding recipients; and 13
WHEREAS, the required report for 2025 has been received and reviewed; 14
NOW, THEREFORE, 15
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 16
Section 1. The General Assembly of the Commonwealth of Kentucky hereby 17
approves and authorizes the Office of State Budget Director to release $52,502,260 in 18
General Fund moneys for use by the Kentucky Infrastructure Authority, as appropriated 19
by 2024 Ky. Acts ch. 173, sec. 1(4), to be used for the Kentucky WWATERS Program 20
in the amounts specified for the following projects: 21
(1) $926,000 to the City of Evarts for a water treatment plant; 22
(2) $964,850 to the Martin County Water District for the Kentucky Route 292 23
booster station and water line; 24
(3) $6,471,900 to the Martin County Water District for the Davella pump station 25
and line replacement; 26
(4) $3,294,561 to the Martin County Water District for debt service; 27

(5) $769,210 to the Martin County Water District for tank repair and painting; 1
(6) $514,800 to the City of Martin for infrastructure rehabilitation; 2
(7) $12,563,000 to the City of Liberty for Liberty Wastewater Treatment Plant 3
improvements; 4
(8) $3,106,890 to the Southern Water and Sewer District for mains; 5
(9) $900,500 to the Southern Water and Sewer District for the tank replacement 6
project; 7
(10) $4,211,643 to the Southern Water and Sewer District for repayment of debt; 8
(11) $1,296,212 to the City of Elkhorn for repayment of debt; 9
(12) $1,164,665 to the City of Smithland for disinfection byproduct mitigation and 10
system improvement; 11
(13) $2,000,000 to the City of Oak Grove for the Kentucky Route 115 North and 12
Carneal Lane waterline extension and tank; 13
(14) $1,687,380 to the Martin County Sewer District for the Blacklog gravity line 14
replacement; 15
(15) $6,596,750 to the Martin County Sewer District for the county -wide lift 16
station replacement; 17
(16) $2,169,799 to the Martin County Sewer District for debt service; and 18
(17) $3,864,100 to the Martin County Sewer District for Inez wastewater system 19
improvements. 20
Section 2. Whereas it is critical that the eligible funding applicants to the 21
Kentucky WWATERS Program that have been selected for funding receive their awards 22
as soon as possible to help address the problems affecting their public water or 23
wastewater systems, an emergency is declared to exist, and this Act takes effect upon its 24
passage and approval by the Governor or upon its otherwise becoming a law. 25
