A JOINT RESOLUTION designating the J.C. Holbrook Memorial Highway in 1
Breathitt County. 2
WHEREAS, James Courtney "J.C." Holbrook was born on October 22, 1907; and 3
WHEREAS, in 1953, J.C. Holbrook had served as the Magistrate in Breathitt 4
County for three and a half years and was running for re-election; and 5
WHEREAS, on July 23, 1953, J.C. Holbrook stopped a man who had been staying 6
in the area and was rumored to be an e scaped convict. When J.C. Holbrook approached 7
the 1947 Chevrolet, the man inside took a .22 caliber pistol from the passenger seat and 8
shot J.C. Holbrook once in the chest; and 9
WHEREAS, J.C. Holbrook returned fire and shot the man five times, killing him 10
instantly. The 1947 Chevrolet was later identified as one reported stolen from Bourbon 11
County; and 12
WHEREAS, J.C. Holbrook was rushed to the closest doctor and was tragically 13
declared dead on arrival; and 14
WHEREAS, J.C. Holbrook represents the values of servi ce and sacrifice that 15
continue to define our Commonwealth and this great Nation; 16
NOW, THEREFORE, 17
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 18
Section 1. The Transportation Cabinet shall designate a portion of Kentucky 19
Route 540 in Breathitt County, from its intersection with Kentucky Route 1812 to mile 20
point 3.7, as the "J.C. Holbrook Memorial Highway" and shall, within 30 days of the 21
effective date of this Resolution, erect appropriate signage denoting this designation. 22
