A RESOLUTION relating to areas to be protected from civil immigration 1
enforcement actions. 2
WHEREAS, place of worship, educational institutions, and medical facilit ies 3
function as vital havens of spirituality, learning, and care, and are regarded as revered and 4
dependable spaces within communities, including those in the Commonwealth of 5
Kentucky; and 6
WHEREAS, allowing for civil immigration enforcement activities in t hese 7
locations could undermine community confidence and deter people, irrespective of their 8
immigration status, from practicing their faith, participating in worship services, 9
attending public primary and secondary schools, or seeking healthcare services; and 10
WHEREAS, the sacred character and compassionate purpose of institutions 11
dedicated to faith, education, and healthcare ought to be safeguarded from anxiety and 12
disturbance resulting from civil immigration enforcement measures; and 13
WHEREAS, our communities cherish empathy, security, and the inherent worth of 14
every individual, and strive to guarantee that no one is discouraged from utilizing vital 15
public institutions; and 16
WHEREAS, keeping these environments free from civil immigration enforcement 17
actions s upports the broader security and welfare of community members by fostering 18
trust and collaboration with local organizations and public services; and 19
WHEREAS, federal guidance has traditionally acknowledged specific "sensitive 20
locations," including places of worship, educational institutions, and medical facilities, as 21
places where civil immigration enforcement actions should be avoided except in 22
extraordinary situations; 23
NOW, THEREFORE, 24
Be it resolved by the House of Representatives of the General Assembly of the 25
Commonwealth of Kentucky: 26
Section 1. The members of the House of Representatives hereby recognize the 27

importance of protecting places of worship, schools, and hospitals from searches, 1
detentions, and arrests as part of civil immigration enforcement actions by the United 2
States Immigration and Customs Enforcement agency. 3
Section 2. The members of the House of Representatives hereby encourage 4
United States Immigration and Customs Enforcement special agents to no longer enter 5
places of worship, schools, and hospitals for the purposes of conducting civil immigration 6
enforcement actions. 7
Section 3. The members of the House of Representatives urge federal, state, and 8
local officials to implement immigration enforcement protoc ols that honor the sacred 9
nature of worship spaces, the educational purpose of Kentucky schools, and the essential 10
medical services offered by hospitals. 11
Section 4. The members of the House of Representatives encourage t he 12
Kentucky congressional delegation and federal policymakers to advance immigration 13
reforms that emphasize safeguarding families, maintaining and rebuilding community 14
confidence, and honor the worth of every person residing in the Commonwealth of 15
Kentucky. 16
Section 5. The Clerk of the House of Representatives is directed to transmit a 17
copy of this Resolution to the Speaker of the United States House of Representatives, the 18
Majority Leader of the United States Senate, and each member of the Kentucky 19
congressional delegation. 20
